Reporting Back | Disaster Displacement at the VII Regional Platform on Disaster Risk Reduction In the Americas and the Caribbean

1-4 November 2021, Jamaica – At the occasion of the VII Regional Platform on Disaster Risk Reduction in the Americas and the Caribbean (RP21), the Platform on Disaster Displacement (PDD) in collaboration with the International Organization for Migration (IOM) and partners led parallel session 4 on ‘Integrating disaster displacement into Disaster Risk Reduction (DRR) strategies, policies, plans and legal frameworks’.

The session aimed to discuss key challenges on the integration of disaster displacement considerations into DRR law, policies, strategies and plans and ways to overcome them, including sharing of best practices and challenges from countries in South America and the Caribbean.

Overall, the session pointed to reflect how Latin America and the Caribbean region could achieve a more resilient and inclusive region by integrating disaster displacement considerations into DRR law and policies, including communities at risk of displacement. The session featured a panel of government representatives from Chile and Saint Vincent and the Grenadines who shared recent experiences on preparing and responding to disaster displacement and a colloquium with representatives from the International Federation of the Red Cross and Red Crescent Societies (IFRC) and the Global Network on Disaster Reduction (GNDR) who reflect on ideas and strategies to acquired basic knowledge on the disaster displacement cycle, particularly practices on how to prevent, increased awareness on the need to integrate disaster displacement considerations into DRR law and policies. The discussion was oriented around priority 4 of the Sendai framework, and notably the provisions on ‘(h) promoting disaster preparedness, response and recovery to ensure rapid and effective responses to disasters and related displacement’. Overall, States and other stakeholders were called upon to include provisions to address disaster displacement in a coherent way in local, national and regional DRR policies and strategies, including innovative multisectoral strategies and workplans (e.g., DRR, climate change adaptation and migration issues).

The session was co-led by the Platform on Disaster Displacement (PDD) and the International Organization for Migration (IOM) and supported by the International Federation of Red Cross and Red Crescent Societies (IFRC) and the United Nations Office for Disaster Risk Reduction (UNDRR).
