Disaster Displacement at the 2019 Global Platform for Disaster Risk Reduction

Geneva, Switzerland 13-17 May 2019 – Disaster Displacement will be a prominent topic at the 2019 Global Platform for Disaster Risk Reduction (GP19), notably addressed in a working session on disaster displacement and DRR and a side event on the human faces of disaster displacement.

World Reconstruction Conference 4: “Ensuring the inclusion of displaced persons in recovery“

PDD will also be present at the World Reconstruction Conference 4 (WRC4), happening during the preparation days of the GP19.  The Envoy of the Chair will be a panelist at the session on “Ensuring the inclusion of displaced persons in recovery”.

Ignite Session on Disaster Displacement

An Ignite Session of 15 minutes will be the first introduction to Disaster Displacement at the GP19.

 

PDD Side Event: “Women and Youth Speak: Faces of Disaster Displacement”

Although disaster displacement is typically traumatic for all, the impacts are often worse for women, youth and children.

This session will explore the policies and practices needed to reduce the risk of displacement for women, youth and children, such as risk assessments that reveal gender and age differences and early warnings targeted to women, youth and children. It will also highlight measures to ensure protection and safe shelter during displacement, to prevent and recover from trauma, to build resilience, and to address the discrimination and barriers women, youth and children often face in accessing information, housing and resources during displacement and recovery.

This side event is organized by PDD under the leadership of NRC and in collaboration with over 20 States and partner organizations.

Launch of the Words into Action on Disaster Displacement

16 May 2019 |9:30 – 10:30 Norwegian Refugee Council, Rue de Varembé 3, Geneva, Switzerland

Alongside other Words into Action, the Words into Action Guide on Disaster Displacement: How to Reduce Risk, Address Impacts and Strengthen Resilience will be launched just prior to the Global Platform 2019. The development of the guide has been led by NRC, with the generous support of Germany. Since its first release, the guide has been translated from English into Arabic, French and Spanish. Due to limited seating available, reservations will be mandatory, by writing to info@disasterdisplacement.org before 10 May 2019.

Working Session on Disaster Displacement

16 May 2019 | 16:30 – 18:00 Room 4, CICG, Geneva, Switzerland

This multi-stakeholder panel will discuss country experiences -in addressing disaster displacement, with an emphasis on countries that have incorporated displacement issues into national strategies. The session will highlight the impact of displacement on vulnerable groups. The session is organized by UNISDR, with the support of an Organizing Team including PDD and NRC amongst others.

The aim of this working session is to:

• Increase understanding of disaster displacement, dispel myths related to displacement, and encourage countries to address displacement appropriately in their disaster risk reduction strategies, including by monitoring displacement
• Promote good practices, from various regions, through specific policies and activities that reduce disaster displacement risk and improve the resilience and protection of displaced people and others at risk of displacement
• Encourage the use of the Words into Action guide on disaster displacement in developing or strengthening DRR strategies
• Promote coherence in the implementation of the various international frameworks, agendas and processes

The Global Platform

The sixth session of the Global Platform for Disaster Risk Reduction  will be co-chaired by Switzerland and UNISDR. It will represent the next important opportunity for the international community to boost the implementation of the Sendai Framework related goals of the 2030 Agenda, as well as commitments of the Paris Climate Agreement. It is also the last global gathering for all stakeholders before the deadline for achieving Target E of the Sendai Framework: to substantially increase the number of countries with national and local disaster risk reduction strategies by 2020.

The GP19 will build on the momentum created in Cancun and built up in the regional DRR platforms. This momentum was amplified by the integration of disaster risk elements in the implementation of the SDGs, so as to take the implementation of the Sendai Framework and the 2030 Agenda to the next level. It will allow the first stock take of the progress made in implementation, according to data submitted by Member States.

 

PDD work on disaster displacement and DRR

Sudden-onset disasters displace an average of 25 million people each year. If displacement associated with slower onset disasters, such as those caused by drought or sea-level rise, were included, the global figure would be significantly higher.

Disaster displacement being recognized as an important concern in the Sendai Framework and the deadline for Target E approaching fast, PDD has been working to support governments in including disaster displacement provisions in their national DRR strategies in two main ways:

1. by creating an evidence base and conducing a mapping of all available regional and national DRR strategies, analyzing the extent to which they include disaster displacement provisions (access the study in the right column).
2. by developing a Words into Action document on disaster displacement guiding governments and other stakeholders how to go about integrating these concerns into their DRR plans and strategies (find more information here).
